My iPad was stolen then recovered so it had someone else's account on it with their music etc. I restored it to factory settings and wanted to restore from backup, but it doesn't give me the option to restore from any certain date. Does this mean I never backed it up correctly??

iTunes only keeps the most recent backup. There is no option to backup to various dates.
The good news is that most of what you bought from the iStores (music, books, apps, TV shows) can be downloaded again for free. Those aren't in the backup anyway. They are either synced to iTunes and in their libraries, or not.
