Looks even more now like loch gates with water cascading over the top? Normally the paired gates work without power, other than that found in one or two bodies. Lochs are needed on canals or navigable rivers where there is a need to raise or lower the water level to allow a boat to continue sailing without having to do a step up or down. That's just as difficult a thing for a boat to do as it is for a Dalek.

Or might this be at the entrance to one of the London docks?

(If correct, can't take this up now so the challenge would be open.)
