It's not a laminator but is involved in the production of membership badges. Look at the bottom edge of the slot.

Looking at some of the pictures in the Anythig Goes thread, the badges look like a plastic pouch with labels inside. One guy has three colors. I'm guessing something like Company, Title, Name.

Which brings me to my guess.

Is it a label printer/maker.

Correct, it's the label maker that prints the name labels that are stuck to the membership badges.
