Close enough, it's the packing used to protect the iPad during shipping. Anyone who ordered their iPad online would have seen this packing when opening the shipping box the iPad came in.

Ok, what is this, and how is it used?

Looks like the plastic seat an iOS device sits in, in it's Apple box. Hard to tell from the picture (scale) whether it's for an iPad or an iPhone or an iPod.
