It looks like a pipe of some kind.

It is PVC tubing but it's not being used as pipe.
The yellow and what the colour often signifies is a clue.

It's one of those low clearance warnings. If you hit the pipe,you WILL hit the bridge,ceiling,doorway,etc.

It's where my wife works. It's a 3 story parking lot attached to an early 1970's era shopping centre. The mall is presently being renovated. Its newest tenant is APPLE. Grand opening is this fall.
