Looks like the turn screw on a fire hydrant.
Either the top, which is turned to open the water flow valve OR the cover on one of the (3) hose ports.

What surprises me is there isn't a universal colour for the fire hydrant. In my city there are several schemes.

- traditional red (full body)
- red with silver or white valve fitting and hose port covers.
- yellow (full body)
- yellow with blue valve fitting and hose port covers.

In Vancouver I've seen ocean blue fire hydrants
that signal the hydrant can access sea water.
