A very fine plate indeed! With an excellent example of the art deco graphics around then. Beautiful.

The last photo clue with what looked like an indented rim threw me...thought it might be some sort of circular artefact which revolved on a base!
 
This thread is very quiet. Nothing posted for over 6 hours now. Under the inactivity rule, anyone can post.

I cannot post. I have challenges ready and waiting, but do not have the time to monitor.

Yes, it's an analogue clock, but not powered by clockwork.
