Angled bins of some kind with a folding table attached. Are they some kind of drive in waste bins, where you can dump your trash without getting out of the car?

They are waste bins. You would have to leave your vehicle to use them as the lids have the special feature I referred to. I recently took the photograph on the border of Alberta and BC. Wildlife is a clue, or perhaps a giveaway.

The bin lids are animal proof. The lids lock down to keep the bears, in particular, out.
When I first saw the challenge, I was thinking of paladin type bins which have attachments to allow the refuse truck to lift and empty the bins.

BTW, I cannot monitor things as we are getting ready for some sight seeing up in London :). So if I've solved things, the first bear along can issue challenge. There's paws for thought :D

Are they for disposing of the offal after cleaning birds, fish, etc?
 
Richard has it. The lids are bear proof. There is an internal latch which the bear cannot reach.

Allowing bears to scavenge for food waste endangers their lives, so tourists are encouraged to use these bins. They are available at all turnouts and rest areas on the highways in bear country.
