It's not a man made fiber. It's plant based. It's not used for clothing and is a very coarse weave.

Is it a "Virginie Men" statue? Dating back to the 16th century - wooden figures were placed on store counters to represent tobacco companies or brands.
The headdresses and skirts / kilts, were to appear to be made from tobacco leaves.

As for the country of origin, I'd say England. Sir Walter Raleigh made pipe smoking popular in Great Britain. AA
