It's for recycling empty containers that contained a liquid product related to cows.

I can't monitor the challenge anymore. The answer is a recycling compactor for milk jugs and cartons.

Scifan can you give some scale to what we're looking at? My first impression is that it's part of the frame of an older style baby carriage.

No, the upper surface is rectangular and solid.

Correct Admiral, it's a portable folding table.the legs are metal and the top is plastic.
It's located in an upstairs hallway at the store I work in.
