It's much taller than a traffic sign and is a supporter for something that's vital to a modern society. The metal piece is an attachment to the wooden part and is firmly bolted to it. It serves as a conduit for what the challenge object supports.

It is a joint, but not between stone tiles. It's normally seen on vertical surfaces.
