It is a joint, but not between stone tiles. It's normally seen on vertical surfaces.

It looks like mortar joints in a blockwork or brickwork wall, Scifan.

You are thinking in the right way, Scifan. However it's not located at a platform. You will find it elsewhere in a building. It's not made from a rubber compound. The item is securely fixed and doesn't have any moving parts.

It's not paper and was never a failed attempt at anything. In fact, it was in use when I took the photo.
