Is this part of the non slip surface at the edge of an Underground platform? Likely made of a rubber compound.

You are thinking in the right way, Scifan. However it's not located at a platform. You will find it elsewhere in a building. It's not made from a rubber compound. The item is securely fixed and doesn't have any moving parts.
