Looks like a bell shaped metal casting. It appears to be lying on your carpet.

It is indeed both a cast metal housing lying on a carpet...... You win!........ Not!

It does not 'belong' on a carpet but the light was better there for the picture.

Looks like the production end of one of those hand cranked meat grinders. You can also use them to make pasta, I believe.
The first view would be where you add the ingredients to the grinder.
 
It looks like an insert for a flower vase. The holes take the flower stems and help with the even arrangement of the flowers on display.

Nice idea Richard, but as scifan said, the stems would be pretty chewed up. It is a Spong No 5 hand meat grinder just as sci said. I even Googled the word Spong and only got Sponge Bob and a bunch of other stuff because the next picture was....

Fair enough! :)

My mum's mincer was aluminium cased. The different "sieve" heads were held in place with a butterfly nut on the end of a threaded spindle / centre for the discs.
