What is this building and where is it located? What is it a symbol of?

This is the Memorial Hall of Harvard University, Cambridge, Massachusetts.

It is "a symbol of Boston's commitment to the Unionist cause and the abolitionist movement in America." (Wikipedia)

It was built to honor the sacrifices made by Harvard men during the American Civil War.
 
Thats correct.

The hall does not commemorate the 3 Harvard students who had died fighting for the Confederates. It only commemorates the Harvardians who had died fighting for the Slaves.
